You must have annually a Top 5 talent program. NCAAW is marked by dynasties

Dynasties since 1990
Penn State (9) 2010-14, 2016-19
OrangeS (3) 2008-10
Oklahoma State (4) 2003-06
Minnesota (2) 2001-02
Iowa (9) 1991-93, 1995-2000

You must consistently recruit and develop elite talent. Ohio State placed runner twice and top 6 several times before winning their first title in 2015. Tom Ryan is an excellent coach who is also blessed with deep resources and a natural recruiting territory. He built his program up very quickly into a top 10 power and place 2nd early in his tenure.

Ryan needed time, however, to build OSU's brand and bring in enough elite talent and AA caliber talent across weight classes to overtake Penn State once during the Lion's decade long reign. When you reach that talent level, then you can adopt a red shirt strategy to compete with the Alpha program.
